Q: can you manually set the dehu. without the remote panel?

I use the arrows on the digital control panel affixed to the unit to set my desired humidity level. I'm not sure if there's a more "manual" way of doing it. I hope this answered your question.

I would say that you could use this in a standalone configuration without ductwork But it is designed to have ductwork installed on it. I think it would work OK without any duck work

Q: Advantages/disadvantages to using a E130 vs. E100 in a 1,300 sq.ft. finished basement with 12’ ceilings? I’m afraid of undersizing.

I have the E130 in a similar sized basement outputing to my air handler supply duct to dehumidify the whole house. My house was built in the 1960s so I opted for the largest option but your situation may require less, especially if you know your rim joists are properly sealed. I’m very happy with my unit, it may be the best purchase I’ve made for my house.
